The Second Activation was between 05-28 August 2002 with Ukraine in command.

The Second Activation of BLACKSEAFOR included the change of command ceremony, serialized training programs during the transits at sea and 3-day port visits to following ports: Sevastopol’ (Ukraine), Istanbul (Turkey), Constanta (Romania), Varna (Bulgaria).

Change of Command Ceremony (COCC) was conducted in Sevastopol on 08 August 2002 and the BLACKSEAFOR Command transferred from Turkey to Ukraine.

The program consisted of Search and Rescue, Rescue and Assistance, Swept Channel, ASW, AAW, ASU, MCM operations, basic maneuvering and communication exercises during the transit periods and basic exercises, pre-sail and PXD conferences during the port visits. All exercises were carried out in accordance with EXTAC 1000 Series.

The Second Activation of BLACKSEAFOR lasted for 23 days, of which 11 days was scheduled training at sea and 13 days in port.
