The Fourth Activation of BLACKSEAFOR was in two periods. First period was between 05-27 August 2004 with Georgia in command.
The First Deployment of the Fourth Activation of BLACKSEAFOR included the Change of Command Ceremony, serialized training programmes during the transits at sea and 3-day port visits to following ports: Batumi (Georgia), Novorossiysk (Russian Federation) and Sevastopol (Ukraine).
Change of Command Ceremony (COCC) was conducted in Batumi on 11 August 2004 and the BLACKSEAFOR Command transferred from Bulgaria to Georgia.
The activation was focused on the review of the Sub-Concept for Defensive Operation Against Terrorism (BSN-11) especially in the sea training for conducting self-defensive protection exercises as it was directed by the BSNC. The scope of the training encompassed further exercising of the adopted BSN-11 in order to improve the level of training and interoperability of the force.
The First Deployment of the Fourth Activation of BLACKSEAFOR lasted for 23 days, of which 10 days was scheduled training at sea and 13 days in port.
