Terms Of Reference (TOR) For The Planning Group
Article I
Introduction
- The Planning Group (PG) is subordinate to the BSNC and is responsible for the development of the necessary documents for functioning of the BLACKSEAFOR.
- The chairmanship of the PG is assumed by the host Party.
Article II
Composition
- Each Party nominates for each meeting of the PG a representative, accompanied and advised by experts as necessary depending on the subject of work and/or agenda of the meetings of the PG.
- The Chairman of the PG, if necessary after consultations with the Parties, could ask another Party or Parties to steer meetings of sub-groups.
- The PG may form sub-groups to which the Parties nominate one or more representatives.
- The COMBLACKSEAFOR will be represented in the meetings of the PG. Participating States could also be represented during the meeting if required.
Article III
Tasks And Responsibilities
The PG is responsible for:
- Preparing the annual Operational Program of the BLACKSEAFOR and submitting it through the Secretariat for approval by the BSNC.
- Developing the necessary documents, concerning the functioning of the BLACKSEAFOR, administrative arrangements, financial issues and all other necessary details.
- Reviewing Parties’ contribution to form an appropriate force structure of the BLACKSEAFOR for approval by the BSNC.
- Finalizing the allocation of Staff posts to the Parties for the approval by the BSNC.
- Analyzing the results of the activities of the BLACKSEAFOR and reporting to the BSNC.
- Preparing any additional documents deemed necessary by the BSNC.
Article IV
Meetings
- The PG meets such intervals to enable it to finalize its work as directed by the BSNC. The PG will meet as a rule three days prior to each BSNC meeting in the host country.
- The PG will also meet in response to a specific request by a Party, subject to agreement of the Parties. The requesting Party shall assume the responsibility for hosting the meeting.
- Administrative costs related to meetings of the PG, except travel and accommodation costs, will in principle, be covered by the host Party.
